The administrator can create different pricing plans / user subscriptions offering different features (like if the profile will be featured, showing always on top, if the user will be able to send messages and friend requests, see who visited his profiles and others) and the users need to choose the subscription they prefer when signing up (once registered, they can upgrade or change their subscription from the user admin panel).
